Do you need a boating licence to rent a boat in Norway?
You need a Norwegian boating licence if you were born on or after 1 January 1980 and the boat is over 8 metres or has an engine of more than 25 hp. Those born before 1980 are exempt.
This is the most common question before renting a boat in Norway, and the answer depends on two things: when you were born, and how big the boat is. The rule sits in regulation of 3 March 2009 no. 259, and it is simpler than its reputation.
The main rule
If you were born on or after 1 January 1980, you need a boating licence (båtførerbevis) to operate a leisure boat under 15 metres that is either over 8 metres long (26.25 ft) or has an engine of more than 25 hp.
If you were born before 1 January 1980, you are exempt. The Norwegian Maritime Authority still encourages everyone to sit the test regardless of birth year — the rule says what is legal, not what is wise.
Note that the thresholds are 'more than'
The regulation says 'output greater than 25 HP'. An engine of exactly 25 hp therefore does not trigger the requirement. The same goes for length: the limit is over 8 metres, which the regulation itself states as 26.25 ft.
This is worth knowing, because 25 hp is a very common engine size precisely because it sits just under the line.
Minimum age is a separate rule
Minimum age and the licence are often conflated, but they live in different sections with different thresholds. The operator must be at least 16 if the boat has an engine of more than 10 hp — regardless of the boat's length, and regardless of whether a licence is required.
A 16-year-old born after 1980 may therefore legally operate a 20 hp boat without a licence, while the same person needs one as soon as the engine passes 25 hp.
Boats capable of 50 knots or more
Since 2023, a high-speed certificate is required in addition to the boating licence for leisure boats capable of 50 knots or more. This affects a small share of boats, typically powerful RIBs and sports boats.
Showing your licence when you rent
The operator must be able to present a valid licence. When renting through a platform, the owner is responsible for checking that whoever will actually helm the boat meets the requirements — not merely whoever made the booking.
If several people will take turns at the helm, each of them must meet the requirements individually.

Do I need a licence if I was born before 1980?
No. The requirement applies only to operators born on or after 1 January 1980. The Maritime Authority still recommends everyone take the test.
