The main rule: no formal requirement
For an ordinary leisure boat in Sweden there is no licence you must hold. No age threshold tied to a certificate, no engine threshold, no birth-year rule. It is the largest difference from Norway, and it surprises most people who cross the border.
That does not make it a free-for-all. Maritime law requires the vessel to be manned in a safe manner, and Transportstyrelsen states plainly that an operator who fails in good seamanship can be fined or even imprisoned. The responsibility sits with you at the helm, not with a piece of paper.
The exception: leisure ships over 12 × 4 metres
If the boat is larger than 12 by 4 metres it counts as a leisure ship, and then a skipper's examination, a coastal skipper's examination or an examination from a nautical programme at a maritime academy is required — or other training determined by the Swedish Maritime Administration.
Note that the threshold has two dimensions. Length alone is not enough: the boat has to be large enough in both length and beam to fall under the requirement. A narrow 13-metre boat is not automatically a leisure ship.
If the boat you are considering sits right on the threshold, check the exact measurements with Transportstyrelsen before you book. A few centimetres either way decides which set of rules applies.
This is far above the size of what gets rented out on a marketplace like this one. In practice you meet the requirement only when you start looking at large sailing yachts and motor yachts.
The Swedish certificates are voluntary
The Swedish Board for Boating Education (Nämnden för båtlivsutbildning, NFB) administers the country's boating certificates. Its members are Svenska Båtunionen, Svenska Kryssarklubben, Svenska Seglarförbundet and Transportstyrelsen.
The most common are the förarintyg, which covers the basics of navigation and the rules of the sea, and the kustskepparintyg. Alongside them sit certificates for practical boat handling, radar, offshore skippering, sailing and canal passage. They are recorded in NFB's blue certificate book.
None of them is required by law for an ordinary leisure boat. They are evidence that you know something — which is exactly why they are worth having when you want to borrow or rent someone else's boat.
Fast boats: the high-speed handling certificate
For fast boats there is a separate handling certificate, the manöverintyg för högfartsbåt. It too is a voluntary NFB certificate rather than a legal requirement — Transportstyrelsen describes it as aimed at boats doing 25 knots or more and fitted with power trim and adjustable trim tabs.
Transportstyrelsen's reasoning is worth reading even though the certificate is voluntary: handling a fast boat demands full concentration, and navigating a fast boat demands full concentration. Those are two jobs, and they call for two competent people.
The owner may ask for more than the law does
Sweden not requiring a certificate does not oblige an owner to hand you the keys without one. Owners set their own terms, and many do — particularly for larger or faster boats.
If you hold a förarintyg, a national boating licence from your own country or an international certificate, bring it. It is not a legal requirement, but it is the best answer you can give an owner wondering whether you can handle the boat.
